Developed through an agreement with Universal Mobile Entertainment, the game's plot is based on a mini movie linking the first and second film. There are 2 versions of the game, a 3D arcade racer and this 2D version with completely different gameplay. Before arriving in Miami in the second film, ex-cop Brian O'Conner needs to flee from the police across the American South and bring down the crime syndicate that framed him. While progressing, he collects cash to buy and tune new vehicles.

To move from town to town, Brian can has a number of options to earn cash, centered around races or quests provided by the citizens. There are 3 game modes: Quick Race, Story and Arcade, with unlockable content. Unlike the separate 3D version of the game, a mix of perspectives is used. Regular missions are shown through an isometric view, for instance while following a fixed trajectory through the city, but when Brian moves to another city, a top-down view is used for a highway chase from the police.
