Hotel City is a simulation game where the player builds and manages a hotel, adding and decorating rooms, offices, shops, restaurants, and other facilities in order to make their hotel as attractive to potential customers as possible.

Each player starts with a basic hotel containing basic rooms, which they can redecorate by purchasing new furniture, wallpaper, lamps, and accessories. All items have a value assigned to them and can increase the value of the room when placed inside it. As the player earns more coins and gains levels, they can purchase different types of rooms to be added to their hotels. Some rooms are facilities like movie theaters and cafes, which earn money independent of the guest rooms; other rooms are called "functional" rooms and perform a specific task for the player in the game, like a cleaning closet (which allows maids to clean each room after it is used by a guest), a booking manager (who can send customers to friends' hotels), and a hotel manager's office (allowing the player to customize the wardrobe of their employees). Most facilities require an employee to staff them; employees can either be generic employees or the player's friends (which is cheaper). For the hotel to operate, the player must start a "shift" in which they pay a number of coins according to how many employees they have and how long they want the hotel to remain open. Longer shifts cost more money than multiple short shifts equal to the same amount of time.

The game has multiple reward and punishment systems designed to drive the player to continue playing. Players will receive free gifts for logging in daily, one additional gift for each successive day. Not logging in for a while incurs the penalty of a roach infestation in some of the rooms, where the player will have to pay an exterminator to clear out affected rooms. Not playing for an extended period of time may incur a "welcome back" gift in an attempt to encourage the player to start playing the game again.

Aside from the main objectives of operating the hotel daily, Hotel City also has numerous mini-objectives, like collecting certain items along a theme, that will unlock special backgrounds or special rooms.
