Modern Tactics 2 is a turned-based strategy game. The aim is to create teams of various soldiers based on different classes and guide them to victory in various scenarios. Players guide various soldiers through small maps to take out the opposition. Every unit can be selected and given commands such as moving and shooting, use a variety of weapons and items. The maps have many objects that can be used to stay out of the enemy's sight. You can select one team at the time and the goal is to eliminate the enemy player's commander, usually indicated by number 0.

The game can be played in three different modes: Story (play through the game's story to unlock bonuses), Free (play custom maps using your own settings) and Multiplayer (play online against other users). There are also four difficulty settings: casual, normal, hard and realistic. On realistic settings there is increased gun rounds and accuracy and there is no regeneration.
