Outlaw Racer is a racing game that features three novel features: a randomly generated city each time you race, law enforcement that includes police cars AND traffic cameras, and finally, a "persistent" universe where you race other cars for money and bragging rights. However, the game can be boiled down to a simple "checkpoint" racing, albeit a more of a "city rally".

The game has a 3D accelerated option, and actually uses DirectX 5 if you choose to.

A typical race has multiple checkpoints (flags) where you can pass through for money and win. When all the flags are claimed the race is over. However, the order in which you get those flags is completely up to you. Go for the closest and fight your competitors? Go for the farthest ones and try to clean up the other flags while your competitors fight over the nearest ones?

The race is further complicated by the police, who will chase you. If they stop you, you're fined for all the tickets. The city also has traffic cameras that records offenses such as red light violations, driving on wrong side of road, and so on. Fines are automatically taken out of your "budget". If you no longer have a budget (i.e. lost all the money), you go to jail and race is over. You win more money by reaching flags first, or by bumping the cash trucks.

Other vehicles wander the road in addition to the police and cash trucks. There's also civilian vehicles, and 5 gray "armored cars" that will bump you off the road.

Finally, there's this "hyper transporter" system that will take your car from one city to another for a nominal fee, but you have to reach the boarding point and wait for it. It may not appear in every city.

As the city is randomly generated, the flags are never in the same place, and with 3 other opponents you can never predict who'll do what. This makes for an interesting race.

The cars can also be upgraded with better tires, better engine, or just plain better cars, albeit with very simple upgrades. You can also repaint the car and/or add special decals (user bitmap is allowed). [source:mobygames]
